The City of Anaheim Planning Department is seeking a dynamic Senior Plans Examiner and Plans Examiner II to conduct architectural and structural plan checks.   The Plans Examiner II and Senior Plans Examiner will perform professional and technical plan checking of residential, multi-family, industrial and commercial building plans for structural soundness and conformity with pertinent building and safety ordinances and related regulations; and to perform a variety of plan checking tasks.

The successful candidate will be an integral member of the Building Division team as we complete ocV!BE’s entitlement process for a $4 Billion Entertainment and Housing Development.   In addition to the excitement around the ocV!BE project we continue to partner with the Disneyland Resort on their in park capital improvement projects and the upcoming Disneyland Forward development.  Anaheim is an exciting, challenging, and forward-thinking City in which to work.

DISTINGUISHING CHARACTERISTICS:

The Plans Examiner II (Non-exempt) is the full journey level class within the Plans Examiner series.  Employees within this class are distinguished from the Plans Examiner I by the performance of the full range of duties as assigned including the more complex activities associated with large and involved plan reviews.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Plans Examiner I level, or when filled from the outside, have prior journey-level experience in the area of assignment.
The Senior Plans Examiner (Exempt) is the advanced journey level class in the Plans Examiner series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including advanced plan checking of industrial, commercial and high-rise building plans for structural soundness and conformity with building codes, safety ordinances and related regulations. Employees at this level are required to be fully trained in all procedures related to the assigned area of responsibility.

Qualifications
Plans Examiner II:
Experience:  Professional journey level experience in plan review and inspection of buildings and systems for compliance with all California fire and life safety and/or building safety codes and standards, supplemented by college level coursework in engineering, construction management, or a related field; a Bachelor’s degree is desirable.

Knowledge of: Principles and practices of electrical, plumbing, mechanical, and fire and life safety plan check review, as assigned; principles, methods and techniques of structural engineering used in plan check review; building construction and design practices, methods and materials at an advanced level; complex pertinent Federal, State and local building and safety laws, codes and regulations, including the California building safety codes and any applicable local regulations and ordinances; principles and procedures of plan review; principles and techniques of structure and building inspection; fire protection, alarm and water supply systems, especially for high-rise, commercial and industrial building, and fire sprinkler designs, plans and hydraulic calculations, as assigned; characteristics of a variety of chemicals and flammable, explosive and similar materials, as assigned; and customer service principles and practices.

Ability to: Review and check the more complex plans and specifications for buildings and construction and determine compliance of plans with codes and regulations; interpret code requirements and respond to technical questions; provide lists of areas and elements that require modification of plans to ensure compliance with established codes; resolve plan review issues with property owners, contractors, developers, architects, engineers and others, while exercising tact, diplomacy and good customer service practices; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required:  Possession of a valid driver’s license and a current Plans Examiner Certificate from the International Code Council (I.C.C.), or other approved certifying agency, within twelve (12) months of appointment. Registration as a Professional Engineer desirable.

Senior Plans Examiner:
Experience and Education: Four (4) years of professional journey level experience in architectural and structural analysis and plan checking, supplemented by a Bachelor’s degree from an accredited college or university with major course work in architecture, civil engineering, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities may be qualifying.
Knowledge of: Principles of civil and structural engineering; techniques and methods utilized in plan check review; building construction and design practices, methods and materials; modern architectural and structural engineering concepts, methods and procedures as applied to the design and construction of residential, commercial, industrial and high-rise buildings; principles of structural design and engineering mathematics; principles of lead supervision and training; pertinent federal, state and local codes, laws and regulations including building codes; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; principles and applications of customer service.
Ability to: Review and interpret complex building plans, specifications and calculations; apply engineering knowledge to evaluate plans, regulations and standard construction practices; make mathematical calculations rapidly and with accuracy; advise applicants of needed plan changes and recommend means to bring plans to compliance; deal effectively with builders, engineers, architects and the general public; to achieve the highest customer service levels; interpret and apply building codes and related ordinances and regulations; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required:  Possession of a valid driver’s license and registration as a Professional Engineer or Licensed Architect.  Possession of a Plans Examiner certificate from the International Code Council (ICC) or other approved certifying agency within twelve months of hire.
