THE DEPARTMENT

The Department of Community Development (Department) delivers a wide variety of programs and services to help create and maintain more safe, sustainable, and livable neighborhoods. The department is comprised of five bureaus: Building and Safety, Code Enforcement, Housing and Neighborhood Services, Planning, and Administrative and Financial Services.

Our staff of more than 200 works tirelessly to serve the community through an array of policies and programs, including land use and development, affordable housing, environment and historic preservation, neighborhood improvement, and construction standards and safety. THE POSITION

The Code Enforcement Bureau Manager (Bureau Manager), under the direction of the Director of Community Development, is a senior management position responsible for the leadership and oversight of the Code Enforcement Bureau (Bureau) within the Department. The Bureau Manager plans, organizes, directs, and coordinates the programs and activities of the Bureau, manages a team of 50 employees, and ensures they align with the City’s mission and regulatory requirements. This position may also serve as the Long Beach Building Official.

The Bureau is comprised of two primary divisions:

  •  Standard Code Enforcement: Oversees programs such as Medical Marijuana, Vacant Lot Management, Nuisance Abatement, and Foreclosure Registry. Addresses violations and ensures compliance with municipal codes, zoning regulations, and other local ordinances.
  • Proactive Rental Housing Inspection Program (PRHIP): Manages the proactive habitability inspections of multi-family structures with four or more units. Ensures that rental housing meets health, safety, and habitability standards.

The Bureau Manager position plays a critical role in ensuring that residential and commercial structures meet regulatory and safety standards, advancing departmental goals, and addressing community concerns through cross-departmental collaboration. The position serves as a key public-facing official, representing the Bureau in various settings and driving forward new initiatives to meet evolving community needs.

EXAMPLES OF DUTIES

The Bureau Manager will:

  • Plan, organize, direct, and coordinate the programs and activities of the Bureau.
  • Assign, supervise and review the work of subordinates, including division managers and supervisors overseeing the standard code enforcement programs, proactive rental housing program, and related services.
  • Develop and implement a comprehensive strategic plan for the Bureau, aligning with the Department’s mission and goal.
  • Identify and pursue innovative initiatives to improve Bureau programs, operations, and service delivery. Performing quality assurance and quality control to ensure adherence to code regulations, customer service standards, and department policies and procedures.
  • Direct the preparation and review of reports, publications, and performance metrics to evaluate and enhance Bureau effectiveness.
  • Guide the continued implementation and enhancement of the Proactive Rental Housing Inspection Program.
  • Review and evaluate proposed regulatory ordinances, assessing their feasibility and impact on the community.
  • Spearhead efforts to modernize and streamline code enforcement processes through the integration of technology and best practices.
  • Coordinate with other City bureaus and departments and external agencies to address nuisance complaints and complex issues and implement joint initiatives.
  • Serve as the primary public-facing representative of the Bureau, fostering transparency and building trust with the community.
  • Act as a liaison to the Board of Examiners, Appeals and Condemnations.
  • Engage with community stakeholders, neighborhood groups, and external partners to address concerns and promote the Bureau’s initiatives.
  • Foster a collaborative and supportive work environment that encourages professional growth and development among staff.
  • Lead training and capacity-building efforts to ensure employees are equipped with the skills and knowledge to succeed in their roles.
